Canada’s Emerging AI Regulations Are Sending a Clear Signal: Mobile AI Governance Can No Longer Be Ignored

As organizations accelerate AI adoption, governments worldwide are rapidly establishing governance frameworks to address the operational, security, and societal risks posed by AI systems. Recent attention has focused on the European Union’s AI Act, the first comprehensive AI regulatory framework that imposes risk-based obligations on organizations deploying and managing AI technologies.

While Canada has not yet enacted comparable legislation, the direction is becoming increasingly clear. Canadian policymakers are actively evaluating similar approaches to AI governance, accountability, and oversight as enterprises rapidly integrate AI into business operations.

Canada’s proposed Artificial Intelligence and Data Act (AIDA), introduced under Bill C-27, was intended to regulate high-impact AI systems. However, the legislation was shelved in January 2025 when Parliament was prorogued after Prime Minister Justin Trudeau’s resignation. AIDA’s delay, however, should not be mistaken for the abandonment of AI regulation in Canada.

Most policy experts expect the Canadian government to reintroduce some form of AI regulation, likely informed by lessons from the AIDA debate. In many respects, AIDA’s postponement reflects not a rejection of AI governance itself, but the difficulty of quickly building a regulatory framework that keeps pace with the rapid adoption of AI technologies.

In the meantime, additional AI governance efforts are advancing across Canada, particularly at the provincial level. Ontario’s Bill 194, the Strengthening Cyber Security and Building Trust in the Public Sector Act, 2024, received Royal Assent in November 2024 and includes provisions governing the use of Artificial Intelligence in the public sector. At the same time, ISO/IEC 42001 is increasingly being recognized in Canada as the international standard for Artificial Intelligence Management Systems (AIMS), with active support from the Standards Council of Canada (SCC), which accredits certification bodies to conduct audits within Canada.

The National Institute of Standards and Technology (NIST) AI Risk Management Framework has also emerged as a widely recognized and accepted foundation for AI governance among Canadian organizations and government entities. While not formally mandated by law, the framework is strongly aligned with Canada’s broader regulatory direction, including the principles underlying AIDA. 

Taken together, these initiatives make the direction increasingly clear: AI governance, accountability, transparency, and operational oversight are rapidly emerging as foundational requirements for modern enterprises.

The Mobile Blind Spot in AI Governance

What many organizations fail to recognize is that a substantial portion of enterprise AI activity now occurs on mobile devices, outside traditional enterprise visibility and control points.

Employees are interacting directly with generative AI applications, embedded AI features, AI-powered assistants, and emerging agentic AI workflows from smartphones and tablets. In many cases, this activity bypasses:

  • Corporate networks
  • Traditional endpoint controls
  • Secure web gateways
  • Existing AI governance monitoring tools

This creates a dangerous illusion of oversight. Organizations may believe they have comprehensive AI governance because they monitor desktop and cloud environments, even as significant AI activity on mobile devices remains effectively invisible. The result is a growing disconnect between emerging regulatory expectations and actual enterprise visibility.

Why This Matters for Mobile Security Procurement

This shift has major implications for both public and private-sector mobile security procurement.

Historically, mobile security evaluations focused primarily on:

  • Device compromise
  • Malware detection
  • Phishing protection
  • Mobile threat defense
  • Basic compliance controls

Those capabilities remain important, but they are no longer sufficient on their own.

As AI governance requirements mature, organizations must now evaluate whether mobile security platforms can provide:

  • AI application discovery and inventory
  • Shadow AI visibility
  • Monitoring of AI-enabled mobile applications
  • Governance and policy enforcement for AI usage
  • Visibility into agentic AI behaviors and data flows
  • Audit-ready evidence supporting AI governance programs

Any new mobile security procurement that fails to account for these requirements risks becoming strategically obsolete before deployment is fully realized.

This is particularly important in government and regulated industries, where procurement cycles are lengthy but regulatory expectations are evolving rapidly. Selecting a platform designed around legacy mobile threat paradigms—without accounting for AI Visibility & Governance—may create immediate capability gaps that require costly supplemental tooling or future re-procurement.

As Canadian AI regulation continues to evolve alongside global frameworks like the EU AI Act, this distinction will become increasingly important—not just for security effectiveness, but for compliance readiness, operational resilience, and long-term platform viability.
